John's Background Switcher is the best wallpaper changer utility I've found. It has a number of basic features that I've seen too many wallpaper changing programs note have, including -amazingly- resizing wallpaper to fit the displascy. Unfortunately, it suffers in one critical area: Disk access when switching wallpaper is completely excessive read slow when rotating from a folder with more than a few hundred images.
What I'd love to see is a version of the Google Ken Burn's-effect-like screensaver implemented as wallpaper.
